The January budget release separates $24.43 million of operating spending from $37.9 million of capital allocations. It reports a 3.85% increase in the Town levy and a 1.98% effective Town tax-rate increase. Neither measure is every household’s total tax-bill change: County and education components and property assessment also matter. The release said no new debt financing was required in that adopted budget. That dated statement cannot establish whether later financing was authorized. An accountability record must connect approved allocations to subsequent resolutions, contracts, actual expenditures and financing terms.
